Newark Manor – Pie Eating Contest – July 26 @ 2:30 PM
The Association of Towns will be holding summer schools for Planning & Zoning Board Members in Rochester on Friday, August 3rd at the Woodcliff Hotel. Planning & Zoning Boards will be notified and encouraged to attend to fulfill the state requirements.
PUBLIC COMMENTS/QUESTIONS:
Todd Howard presented and read a statement asking the Board to state their response to not modifying the 2006 Solid Waste Local Law until after a referendum was passed.

Mr. Howard also asked the Board to carefully consider this proposal and to also look into clean renewable energy.
Gina Donnelly presented signed petitions with 1879 signatures of which 767 are village residents. Mrs. Donnelly asked if it is even legal to entertain this proposal due to the wording in the Local Law (“initiate”).
Mrs. Lochner asked the 2 board members who were on the board when the local law was passed in 2006 what they would do now; Councilperson Westcott is not in favor of changing the local law and Councilperson Diamond will wait for the referendum to make his decision.
Matt Ury questioned what the property would be assessed for once the buildings are gone. The assessor is responsibility for determining the new assessment.
Dawn Mason spoke of the benefits – lowering taxes, property paying taxes, scholarships, fire department aid, methane gas collection, leachate revenue for the village, revenue for the town and highway use tax.
Councilperson Diamond read a letter from Sole Assessor-Lawrence Quinn regarding property values in the Fairville area. Revaluations were done 1977, 1985, and 1991 and property values increased.
Supervisor Colacino stated that if the proposal does not go through, it will be hard to replenish the reserve accounts and keep the taxes down. The Town may have to cut employees and services.

Several residents voiced concerns regarding traffic, road repairs, smell, land values, well contamination and unbudgeted expenses. This meeting’s comments were recorded.
Councilperson McIlwain made a motion to close the regular board meeting and open the Public Hearing, seconded by Councilperson Diamond. All voted aye.
PUBLIC HEARING:
The legal notice, Town of Arcadia Planning Board and the Wayne County Planning Board recommendations were read. Mr. Finch explained his glass printing operation. There were no negative comments. Supervisor Colacino read the resolution’s restrictions and conditions.
The board adopted the resolution for a Special Use to operate a business facility for etching screened-on logos on glassware in an existing warehouse structure at 1442 Welcher Rd, Newark NY 14513.
UNFINISHED BUSINESS:
Erie Canalway Trail Development Project – Update
Highway crew has been working very hard on this project and it is on schedule.
1303 North Main Street – Update
Supervisor Colacino has received a draft EPA report. A final report has not been received yet due to a further need for samples.
