The meeting was called to order at 7:30 p.m. with all Board members present. The first order of business was to open the Public Hearing on Proposed Local Law #2, to amend Chapter 54-3 : Alcoholic Beverages – Prohibited Acts. It shall be a violation of this chapter to consume any alcoholic beverage in any public place within the Town except in town parks as expressly permitted in the Town of Williamson Parks Law section 32-32. In addition, no person shall have in his possession an open or unsealed alcoholic container in any public place except as permitted by the same Parks Law. The hearing was closed with no comments from the public.
- Correspondence – The Board moved to accept the letter from the Department of Ag & Markets regarding acceptance of the Town of Williamson being designated as lead agency for the Zoning Ordinance.
- Consent Agenda – The Agenda was accepted, including the minutes of the meeting on 8/14/12, the audited Library bills totaling $13, 335.19, and budgetary transfers within the General Fund and Water Fund.
- Facilities – Councilman Bixby moved to advertised the week of 9/2/12 for bids to clean, crack fill, and stripe the entire paved area of the Town Complex parking lot, 6380 Route 21. Bid specs may be obtained at the Town Clerk’s office and accepted until 9/19/12 at 2:00 p.m. Bids will include proof of liability insurance and a non-collusive certificate.
- Personnel – Councilman Verno made a motion to accept the resignation of Paula Datthyn, Assessing/Building Inspector Clerk, effective as of 8/30/12. She has accepted a position as an Aide in the county’s Real Property Tax Department. Mr. Verno then introduced the Computer System Security Breach Notification Policy. This is intended to alert individuals to any potential identity theft as quickly as possible so that they may take appropriate step to protect themselves from it and remedy any impacts of the potential identity theft or security breach. This policy is consistent with and adopted pursuant to New York Technology Law Section 208.
- Public Safety – Councilman Orbaker moved to accept the resignation of Sue Brennessel as Secretary to the Drainage Council. Her last day will be the meeting of 8/27/12.
- Public Services – Councilman Verno moved to authorize Bill Dobie of the Water Department to attend the “State and National Rural Water Conference” to be held in Nashville, Tennessee, from 9/24/12 – 9/27/12. There will be no charge to the Town for this conference, as Mr. Dobie won the trip while attending the Rural Water Conference in Verona, New York. His airfare, registration, hotel, and meals are all-inclusive. It is thought that he is the only one from New York attending. Next motion approved was to authorize John Manahan and Joe English to attend the GVC Annual Meeting, to be held at the Dansville Fish & Game Club in Dansville, New York. The registration fee is $35.00 per person with all other actual and necessary expenses to be a town charge. Attendance at this meeting counts for points towards their certificates.
Five bids were received on 8/22/12 for paving the Town parking lots. The bids included 2 options. Option A does not include any milling of the existing surface; the new surface would be rolled over the existing one. Option B would have the contracted company mill out the existing surface and lay down 3 inches of all new binder. Highway Superintendent Kurt Allman recommends Option B, which would get rid of all cracks as well as laying new binder; this method would have a longer usage span. The additional cost for this option would be $19,000.00 and determined to be in the best interest of the Town. The winning bidder was All County Construction of 4846 Route 104 in Williamson, for a total cost of $100,809.00.
The last resolution authorized Supervisor Hoffman to sign an intermunicipal agreement with the Town of Marion to allow the Town of Williamson to store salt at the Town of Marion’s highway barns as per agreement. Mr. Allman explained that due to the mild winter, the contract with Cargill Corporation to purchase 908 tons of road salt was excessive and the Town has no place to store the unused salt. The Town of Marion is willing to accept delivery on behalf of the Town of Williamson and is willing to store the 908 tons of road salt at Marion’s facility. Williamson will order the 908 tons from Cargill, as contracted, and will have it delivered to Marion and will pay Cargill the sum of $37,609.36, reflecting the contract cost based on the rate of $41.42 per ton. During the 2012-2013 plowing season, Williamson shall be entitled to receive from Marion the equivalent of $37,609.36 worth of salt, the current market price charged by Cargill. Marion will be entitled to use the entire amount of 908 tons as delivered to its facility. Williamson will order its road salt on an “as needed” basis by contacting the Marion Highway Superintendent, who will then contact Cargill and arrange to have the requested amount delivered directly to the Williamson Highway Department. The cost of the salt shall be billed to and paid by the Town of Marion. This agreement shall terminate at such time when Williamson has received from Marion the equivalent of $37,609.36 worth of salt.
- A discussion was held regarding a letter received from a Town of Arcadia resident requesting the Town of Williamson’s support for the group of concerned citizens who are opposed to the proposed landfill in Arcadia. The Board will not be providing any correspondence on this issue, as it does not concern Williamson.
Lastly, Highway Superintendent Allman notified the Board that there was pavement destruction on Salmon Creek Road. A 40 – 50 feet long area was damaged down the middle of the road due to the excavator operator scraping the surface by unloading the excavator on the road. Suitcote (asphalt supplier) had to deliver new blacktop for the repairs. The excavator was owned & operated by Decker Excavating; they have a contract with Wayne County Soil & Water Conservation District. The responsibility of payment for repairs is not Williamson’s obligation.
The meeting was adjourned at 7:45p.m. The next business meeting of the Town Board is on 9/11/12 at 7:30, preceded by a workshop at 7:00 p.m.
